I wouldnt have asked but it bothers me and makes me feel uncomfortable at times.

Maybe you are dehydrated.........try drinking more water. Not sure were you live but turning the heat on in ones house also causes skin and other body parts to dry out.

Because its skin and can get dry just like the rest of you! Put a good moisturizing lotion on them everyday and you should be fine!
