I don't know about PSP but I know some DVDs might not work in a DVD player, this is because each DVD is for a specified region, there's like 5 region which cover the world and te UK and USA are in different regions so it might not work, this is if you were using a DVD player linked to your TV. However if you were watching it on a computer, then you might be able to watch it.
If you go to Amazon and choose any old DVD and then go to the region bit towards the bottom, it will tell you more about it.

Yes and No.
DVD Movies are region-coded. meaning they're only designed to work in players from that region. It's to prevent lots of imports and exports where a movie will come out in one country months before it comes out in another one. Region coded DVD's can be played in other DVD players if the player itself has been hacked to region-free or doesn't have region settings at all, which very few do. You can search on google for the hack....or..you could get software for your PC that will allow you to play the discs.
PSP discs are a whole different game. With PSP UMD's, movies are region coded like DVD movies...however, games are not. Meaning, that for your PSP game, it doesn't matter WHERE you bought it, you can play it in your PSP. Huge news for those import-lovers, it'll play japanese games out of box without modification.
your PSP games are good to go, however, your DVD movies aren/t.
