If you don't know then he probably doesn't have any intention of doing so. A relationship that is in it's 3rd year without promise of engagement or 5th year and a marriage hasn't occurred then chances are it never will. Anything before that is still in the growing process. Remember the old saying, "Why buy the cow ; when you can get the milk for free." ? It is a true sentiment. If he can get everything he wants from you w/o commitment then he will.
