According to Microsoft knowledge base, this problem is caused by GoBack software.
Read the link below.

If you don't use GoBack, then you might try a repair install of Windows XP.

Boot from CD, and decline to repair with the rescue console by pressing Enter.
However if Setup finds a XP install a bit later, press "R" to start a repair.

Remember to visit Windowsupdate right after you repaired XP.

When turning on your computer and it starts logging in push f5 and arrow to last working configuration (when computer last worked properly) and that may help! It did for me.. Hope it helps
