Yes the solar heater will work in both summer and winter as in side the solar heater the black coating is present which absorbs the heat coming from the sun in the form of rays, so even when the radiation are less hot in summer the low radiations are also sufficient to heat the solar heater.

First we must understand the two principles on which Solar Heaters work. First the absorption of Solar energy by black surface and Second is the Heat trapping principle called Greenhouse Effect. The solar radiation trapped through glass inside a closed space cannot come out of it. Thus it heats up the surface and when water passes through metallic tubes it gets heated up. Due to proper insulation of the heater water retains the heat well. All common solar water heaters work on this principle. Since solar heaters work on the Sun light, the heating of water will depend on the amount of sun light received. If there is no sun light and the energy received from sun light is zero then the output of solar collectors will also be nil. It there is partial sun light, then the output also be partial. But this happens only a few days in a year in India. The water collected in solar tanks are backed up with electric heaters for such eventuality.

Since the sun is in the sky and pass the light and heat or energy . That energy absorbed in solar heater. that's why it works in summer and winter also.
