People registered blind CAN drive in the UK because the term "blind" doesn't automatically mean totally unable to see.
Those who cannot see at all don't drive.
But the majority of blind drivers are registered blind and are legally permitted and licensed to drive because they are partially blind and have passed the driving test.

His dog is running in front of the car, and barking directions back to the blind driver. It´s been working perfectly for many years, but sometimes terrible accidents takes place, when the dog smells a female dog... ya know...

On Top Gear a few years back, a really passionate driver who had gone blind was given the opportunity to get behind the wheel again. They used an old disused airfield and a co-driver was there to keep him in a straight line. He really enjoyed being able to feel the wind in his hair again as he sped up and down the airfield.

A Blind person can drive in two cases:-
1. If he is going to read your answer.
2. If you are going to close your eyes and drive in the "JUNGLE"

If the car is fitted with auto transmission, cruise control, sat nav and parking sensors and the guide dog is there helping out then it is quite possible for a blind person to drive...... for 10 metres in a straight line.

only ever seen this done once and the blind guy had a lot of practice and a very good co-pilot to direct him. (this was in a stright-ish line on an abandoned airfield and was a world blind man driver speed record thing)

Easy just like the rest of us, you don't actually need to see to be able to drive, as to control a car or anything else, you don't need to see the controls. For example would you look at the gear stick to change gear or look to find the brake pedal, No.
But being able to see, is advantage in the safety end off things.
