You can get a visa in one of the following ways:
1. Apply for a graduate (MS, PhD) degree in a US university, and request a student (F-1) visa
2. Come to the US to visit as a tourist (B-1 visa)
3. Apply for a US job and get sponsored (H-1 visa)
4. Work for a global company and get transferred to a US company branch. (any work visa)
5. Work for an international organization (G-4 visa)
6. Apply for the "green card" lottery through the state department -verify that you are eligible to apply.
7. Become sponsored for permanent residence by a close family member (sibling, mother, father, spouse) - There may be time, age and marital status limits that apply.

Go to the US Embassy, Grosvenor Square, London W1 and ask for a visa. You'll have to wait in a long queue, so get there early. You might consider phoning them first to find out more about this.

A citizen of India will have little trouble getting a US visa.

Yes you can apply but ooops my guess is you will most likely be denied the VISA,.... reason ? I dont know.

Why don't you return to India and put your education to use there as I'm sure it would be more appreciated by the people there
