Under upper intake. Book gives a 1.8 hour labor time. Here are instructions for upper intake removal;
Disconnect the battery negative cable assembly from the battery negative terminal.
Remove the air cleaner assembly. Refer to Powertrain Management.
Remove the wiring harness connectors and the brackets and move aside.
Remove the throttle cable and the bracket from the upper intake manifold.
Remove the cruise control cable, (if equipped).
Remove the fuel lines from the intake to the rear of the block. Refer to Powertrain Management.
Remove the ignition coil and the bracket. Refer to Starting and Charging
Remove the upper intake manifold.
INSTALLATION
Install the upper intake manifold gasket.
Install the upper intake manifold. Use care not to pinch the injector lines between the upper and lower intake manifolds.
Install the upper intake manifold bolts. Note the marks made at disassembly for proper stud location. Install the two corner studs first in order to help align the two halves. AllData Editor NOTE: Other than the two torque passes listed below, the OE Manufacturer did NOT address or supply a bolt tightening sequence for the upper Intake Manifold for this model year, or other model years where this 2 piece manifold setup is used. A "Play It Safe" final tightening sequence would be to tighten from the center most bolts to the outer most bolts.
Tighten the bolts in two steps:
Tighten the bolts on the first sequence to 5 Nm (44 inch lbs.) .
Tighten the bolts on the final sequence to 10 Nm (88 inch lbs.) .
Install the purge solenoid and bracket. Refer to Powertrain Management.
Install the ignition coil and bracket. Refer to Starting and Charging.
Install the PCV hose et the upper intake manifold.
Install the fuel lines from the intake at the rear of the block. Refer to Powertrain Management.
Install the cruise control cable (if equipped).
Install the throttle cable and bracket from the upper intake manifold. Refer to Powertrain Management.
Install the wiring harness connectors and brackets.
Install the air cleaner assembly. Refer to Powertrain Management.
Connect the battery negative cable assembly to the battery negative terminal.
Tighten the bolt to 15 Nm (11 ft. lbs.)
And now the regulator:
Disconnect the negative battery cable.
Relieve fuel system pressure. Refer to Fuel Pressure Release Procedure .
Remove the upper manifold assembly. Refer to Engine Mechanical .
DISASSEMBLE PROCEDURE
Disassemble the fuel pressure regulator snap ring retainer.
Disassemble the regulator assembly and the O-rings.
Discard the O-rings. NOTE : If the fuel pressure regulator is to be reinstalled, inspect the filter screen (if equipped) for contamination. If contaminated, remove. Discard the filter screen.
ASSEMBLE PROCEDURE
Lubricate the new O-rings with clean engine oil.
Install as an assembly, backup O-ring, large O-ring, filter and small O-ring.
Assemble the regulator with vacuum tube pointing down

It's under the upper inake manifold, you have to remove a lot of stuff from the top of the engine to get to it. When my pressure regulator went bad I replaced the spider injection(CSFI) with an updated MPFI system that is available from GM because the CSFI has poppet valves that like to stick and cause problems. If I had it happen again I think I would take it to a mechanic and spend the time it would take to do it myself and go fishing

You have to damn near remove the entire top half of the motor. The regulator is connected to the spider housing on the fuel injectors...... right in front. It's a little small piece that's hell to get to.
The best thing to do is goto Autozone and get a manual for the truck and follow the step by step instructions on getting to the fuel regulator. It took about 3-4 hours.

The pressure regulator should be underneath the upper intake manifold. It is attached to the fuel metering body that has the injectors in it.

It is located on the front of the fuel metering body. Unfortunately, you will have to remove the upper intake to replace it.
