Depends on what you are doing with the FTP server. If you are setting it up of a handful of people to do file sharing, then you can get by with just the IP. If you want to have it available to the public, you will want the domain name. People find it a lot easier to go to "ftp://yourdomain.con" then to remember "ftp://123.234.432.321". That's why domain names where invented, for us dumb humans (LOL).

If u want to run FTP for network then only ip is needed but if u make it available for local people also then you should have to register domain name because ftp address is difficult to remember than domain name.

Your IP address will do.

Note that FTP servers are not secure. Just a warning :)
