Yes!!! They were even caught KISSING a few times!!!
There were even news that Vanessa likes Zac too. She cried when Zac kissed Ashley in front of her.

They say they are just friends, and when the tour went to London, before Zac got there, Vannessa was texting like crazy and when he got there, she stopped. Zac and Vannessa even kissed "accidentally" in High School Musical because Corbin Bleu missed his cue.

not so far- they are just really good friends- i read it on j-14 magazine- but he DOES text her and stuff- they do ALOT of things together from what i read.
