"department" is another word for ministry which is a department in the government. Each ministry is led by a minister (secretary in countries like US and UK). and all ministries are lead by the prime minister and cabinet. Department of Tourism is a government agency responsible for areas of tourism. responsibilites vary: preserving cultural heritage, providing information about tourism, providing other countries with information about tourist attractions (locally), "advertises" or promotes country's tourist spots and reaons to visit. in general, the department or ministry is set to simplify the act of tourism in the country.

An organization the creates brochures and maps for sight seeing tours of a state or country. I usually thing of them as salesman for the state, country, etc... and they seem like a very friendly bunch of people imho!!!
