Depends on the state I suppose. In Texas, you cannot get a license for one as it is not a street legal machine.

No, as stated, they are not street legal. And don't take it to a school parking lot because that is also not legal. Pocket bikes are TOYS. If you personally own a large, smooth, flat place where you can ride (or personally know someone who does) they can be a lot of fun. If you dont have a place ti ride, give it a pass. In most cities, the bike can, and will, be impounded, if you are trespassing or riding on a public street.

No. As stated above, the pocket bikes are NOT STREET LEGAL and are NOT to ridden on public roads. Take it to a school parking lot and have fun there. Be sure to wear a helmet!

No, since they can't legally be operated on public roads. A license is not required to operate on private property that is not open to public access.
