Here is a chart what we think (scientificly) the colors of orbs mean... it's is constistently being documented and has not yet been proven.
(I tried to post color chart and I cannot paste, sorry) Here are what blue means.
Light Blue - Tranquility
Pilot Light Blue - Shielding
Dark Blue - Shielding, Shyness, Survivor Instinct.

They are a phenomenon of this "day" and "age".
Normally accompanied by red, green, and sometimes silver and gold "orbs" twinkling in the evening.
I have heard that they have already begun to appear in large groups that shine brightly across many homes..... probably in your community right now........

I agree with Celtic--these are will o' the wisps or ghost lights. These are malevolent swamp or water sprites that lure unwary travelers to their doom. If one touches you, it indicates you are the next person of the group to die.
