It used to mean: Gay on a person, then pimps started wearing them. The fad took on a life of it's own and now folks, who are neither a pimp or gay are wearings them.
As the old adage goes: "Can't tell the players unless you have a score card".

Depends on what kind of ring it is partially, and moreso, where you wear it to. If you wear it to a brothel, it says pimp. If you wear it to a gay bar, it says gay.
