A traditional repeater is rarely found in modern networks. They were used to extend the range of old coax based ethernet bus systems.

A hub or switch as used in modern star topology ethernet systems is actually a multi-port repeater. The hub is a "dumb" repeater in that it copies all packets to all ports. A switch is a "smart" repeater in that it copies packets only to the destination port(s). Hubs are virtually never used in new installations any more but there are plenty of them still in use in older existing networks.

Repeater is used to regenerate the incoming signal. It works in physical layer of the OSI model. It works with all the topologies of the physical layer.
