Peoples attitudes change due to personal or external influences. In a democracy it is the so called swinging voter who has the most influence because their vote will keep changing especially if the government they supported goes too far in a direction they did not want or expect. I think the current situation with the republicans in America is a good example of this.

That behavior can be explained with cycle changes over a longer period : these changes have there source in the electorate and in the elected.
When seen as in balance at a point in time there will be fluctuations visible which in total form a cycle.
Going from a cycle to another cycle is a cycle change and over a longer period there are more cycles and cycle changes.
Subsequently visible is the voting behavior of the electorate changing over time (and of course the behavior of the elected).

it is not the voting behaviour that changes, rather it is the propaganda dictating who shall win the election, then the public responds to it
