Kwan Yin concept is from the Mahayana Buddhism. In Theravada Buddhism there is no such person.

In the Mahayana school of thought, the bodhisatta cult play an important role. They regard the bodhisatta as a being who, having brought himself to the brink of Nibbana, voluntarily delays the acquisition of his prize so that he may return to the world to make it accessible to others. He deliberately chooses to postpone his release from samsara in order to show the path for others to attain nibbana.

Another name for Kwan Yin is 'the Goddess of Mercy'

She is the Goddess of Mercy, often prayed to by Buddhist and Taoist. I don't know much about her enlightenment, but there's several stories about the many forms that she's taken.
1.Rumored to be a man, not a woman (mainly becoz the statutes were depicted as breastless)
2. She was a young girl who had her hands cut off so that she could save people. This explains the thousand handed versio, as lord buddha took pity on her sacrifice.
There's others but i cannot remember, check up on wiki
