if we find something that couldfreeze and stop the electrones from spining around the nucleus.

Well, I think if the electrons stop spinning they go the nucleus and the atom will be destroyed.
According my sense, the spinning of electrons is the movement that maintains the matter.

You say nothing about supposed usage. If such a thing is to be found the country in possession would gain unchallenged influence in all global affairs.
However soon it will turn to a cold war. Every party considered will contemplate heavily upon usage.
