You don't say what country you are from, but this could apply to any...
A really thoughtful, and appreciated hamper would be:
organic baby products (available from Waitrose, healthfood shops, some branches of Boots) - shampoo, nappy cream/oil, massage oil. If you could manage to get a massage gift voucher for the Mum as well, that always goes down well.
At the moment Amazon has this Baby Massage book at an excellent price (£6.59 ) - all Mothers/Fathers love this. It's a little more considered than the usual items:
http://www.amazon.co.uk/Baby-Massage-Alan-Heath/dp/1405304340/sr=8-2/qid=1165398797/ref=pd_ka_2/203-7613986-1666354?ie=UTF8&s=books
You could also open up a National Savings Bank account from the post office (or buy Premium Bonds or equivalent) in the name of the child as well.
It all depends on how much you wish to spend.
Avoid strong smelling things for the mother because if she is breastfeeding the scent will put the newborn off and could muddy the bond between the baby and its mother.

The potential list is huge but having had 3 i recon that once you've done the Johnson's baby talc, wash, shampoo, cotton wool balls etc then you're left with clothes.
Newborns are all different shapes and sizes and I found that the long 'nightie' type baby wear that mothercare do are really good. They're one size and will fit almost all nippers(would be a bit big on premie mind).
Baby grows with no feet for 3-6 months onwards too-our last two were long and standard age baby grows were no good.
Baby socks(see above).
Bibs with a 'dribble guard' are really useful too, buy to fit from 3mth plus cos teething will prob kick in from then on.
A hat for baby-obviously be seasonal-but lots of heat lost through baby's head.
Muslin squares. A must! Multi-functional and often overlooked by first timers.
Something for Mom and Dad too, if you're feeling generous a pedicure voucher for Mom(feet really suffer during pregnancy-mainly cos you can't reach in the last stages!) and perhaps a nice bottle of wine or a film for them to share?
Hope this helps, good luck!

Where do i start.... I would put in practical things like baby bubble bath, shampoo, bodywash, nappies, wipes, nappy sack, bibs, babygrows, socks, cotton wool, The list could go on and on really just anything you fancy putting in.

Here's a twist on the idea...
Put in stuff to kinda make fun of the mother to be:
Non alcoholic beer,
Sorry cards,
Pictures of her when she was young,
IOU's with stuff like "I'll take care of the baby tonight" or "I'll give you a free foot massage"
This kinda stuff is different and will be unlike anything anyone will give her. I'm sure the list of things you can chick in is endless, I just thought of these in a couple seconds...but once you get the idea, i'm sure you can find stuff to put in along these lines.

When I had my first child I recieved loads of clothes for new borns which was wonderful, but he soon grew and I had none for, say 3-6 month olds. Try getting some clothes for when the baby is a little bigger - his/her Mum will thank you for them!

If you mean for a gift... A mom can never have enough diapers... so try that along with newborn size onesies, socks, lotion, baby wipes, security swabs ( for ears), hand sanitizer,
And to make it special, include something for mom too... Sometimes people forget about mom....

My 2 cents worth? Load it up with disposable diapers. The mother will LOVE you for this. A few pacifiers on top would be good also!
