No, the answer to the problem is not any of those suggested so far. Some very helpful ones they were, though, if I might say. Sarah c, in particular, you have taken a great deal of time writing very sensible suggestions and should be congratulated. That idiot selling Chinese gear, on the other hand, needs a kick up the backside.
I’m surprised that none of the respondents so far seem to have come across this problem. This is probably because they all have more recent (faster) PCs and do not, therefore, experience it. The many who DO suffer are coming to Yahoo Answers less and less as they dump Yahoo altogether in disgust!
The real source of the problem is a LEGITIMATE ADVERT, displayed by Yahoo on their email site. Nothing has been done to rectify the situation simply BECAUSE YAHOO OBVIOUSLY DON'T CARE ABOUT THEIR USERS! Of course they need to have adverts to maintain the free service but this one is well out of order.
This flash powered advert puts a huge load on the processor of (mainly older) PCs with its fancy graphics that we could all do without. Yahoo have received THOUSANDS of complaints about this. There are also countless threads here on Yahoo Answers and ALL HAVE BEEN IGNORED. The design of this ad COULD be modified if somebody bothered but that would be “Customer Service” - something Yahoo know nothing about!
Yahoo and eBay are both massive companies and they clearly think that they are bigger than their users.
The best solution is to CHANGE TO HOTMAIL, as I did. I have also stopped using eBay in protest AND written to them to tell them so.
I RECOMMEND THAT EVERYONE WITH THIS PROBLEM DO THE SAME AS ME!!!

Depends upon what you mean and where you are seeing this ad.
There have been a lot of phishing attempts which look like Ebay ads. They show up in your email. Dont respond to them
A true popup ad from Ebay can occur at supported sites, and to get rid of it, use a popup blocker, spyware protection software, etc.

Sounds like an adware infection, scan with Ad-Aware SE Personal inn Safe Mode.
To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Then beef up your security. Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for personal use;
You need to install one firewall.
The Windows firewall doesn't stop malware on your pc from dialling out.
