I have a JPEG200 DVR Digital Surveillance Recorder with a built in ethernet card.
I have cable TV wires through out the whole house and I want to know how I can convert the ethernet to a cable wire.

Sounds like a Black Box application. There are devices (baluns)which allow you to connect your RJ-45 connector to your coax, putting your ethernet traffic onto coax.

I suggest you not to do it yourself. consult the wiring guy....
