I dunno about terrestial radio(via am/fm frequencies), but a lot of radio stations let you listen to them via the internet. Check the radio station in questions website, or do a search for internet radio broadcasts from said country

If the station broadcasts on the web, you will need the URL of the broadcast and software to buffer the broadcast and play it back, probably realplayer i think it's called. I believe it is free.

Otherwise you can buy a "world band" or "short wave" radio although they only get stations that use certain frequencies and it depends on your location and how far they are whether or not you can hear them well or at all.

Sure you can, but I don't know how well you can tune in specific stations. You need special equipment, though. Shortwave, maybe... I used to have a shortwave radio and got stations from Asia and Europe and I was in California at the time.
