Yes, treasure trails are only for members, to start you need to kill a runescape NCP. Like man, woman,etc. I got one clue scroll and it's level three it's really hard though

Treasure Trails are for members only and you do need to get a few items to help you. Your best bet is to view the knowledge base on runescape's home page or go to a fan site like www.runehq.com or www.tip.it/runescape/
