I believe it is "that spent coffee grounds smell"

The only thing that seems out of order is That with "T" in caps in
"That spent coffee ground smell" .

"That spent coffee ground smell smell..." is correct --- assuming one is referring to the smell of spent coffee grounds.

It is a construction of words perfectly following each and every rule of grammar: from subject verb agreement, to sentence construction, etc.

"The spent Coffee ground smell."

both verbs agree with each other: ground and spent both in past tense use verb of similar tense in a single sentence.
