The easiest way to beat the Elite Four is to use one or more very high level Pokemon. You can, however, beat the Elite Four using Pokemon with levels in the high 50s or low 60s. The trick is to keep your team balanced and pick on your opponent's weaknesses.
My team had the following:
Gyarados--Water/Flying Type (Earthquake, Flamethrower, Surf, Dragon Dance)
Crobat--Poison/Flying Type (Shadow Ball, Confuse Ray, Wing Attack, Sludge Bomb)

Magcargo--Rock/Fire Type (Body Slam, Yawn, Flamethrower, Rock Slide)
Gyarados was there to take on any Pokemon weak against Water or Ground attacks and for Houndoom.
Crobat has advantages against Grass and Fighting type Pokemon and Shadow Ball can be used against Ghost- or Psychic-Type Pokemon.
Electrode is in the team to take on any Water or Flying Pokemon that isn't covered by another Pokemon in the team.
Heracross is there for all the Normal- and Dark-Type Pokemon with the exception of Houndoom (which is also Fire-type, which Heracross is weak against). Brick Break is also useful against Ice-Type Pokemon and Megahorn is super effective against Psychic-types.
Glalie is there for all Dragon-Type Pokemon--Ice Beam and go home. Crunch is also useful against Ghost- and Psychic-type Pokemon.
Magcargo is there for any Steel, Ice, or Grass type Pokemon that another Pokemon can't handle. Rock Slide is also super effective against Flying-types, including Salamence.
Using these Pokemon, I have types that are strong against most other types and have a wide move set to choose from. The stronger your team is the easier it will be to beat the Elite Four, but matching types and strengths/weaknesses will make victory so much easier.

I beat them with one pokemon of level 80 ++. Also, you need to have a lot of potions in your bag pack to help replenish the pokemon's hp on the way.
