First, newspaper columns are time-consuming work and will not net you a lot of money. Starting at the local level--where you're most likely to start out if you're not known in academic/journalism circles--a small weekly will probably pay about $35-50 an article.
Two prerequisites:
1) You're writing must be nearly flawless.
2) As someone else here mentioned, you must have expertise in the fields you want to write about.
To convince someone to pay you, you'll need to build up a portfolio or resume. You could even start by building a blog. This will help you get accustomed to writing about a set topic on a regular basis. If your blog is popular enough it will help sell the idea that your writing has value to an editor.
When you pitch you're column to an editor you must be able to convince them that your writing is something that existing readers will respond to favorably, or that it will attract new readers. Newsprint can be expensive and newspapers are businesses, they will not print you unless you add value to their products. And you certainly cannot make a compelling case for your writing if you haven't already shown how well you can write.
In summation: 1) Gain expertise in your field. If you want to write about social issues, get involved in social work.
2) Build up a portfolio so you can prove that you know how to write and can provide quality content on a regular basis.

Columnists must have credibility; they are experts in the fields about which they write as well as being excellent researchers and polished writers.
If you are an expert in a field, contact a publication that covers that field and offer to write a regular column on the topic. Competition is stiff, especially in high circulation periodicals. Trade and hobby publications might pay only a token amount, from $25 to $300 per column.
How well do you write? If I as an editor received a letter from you offering to provide a column, and that letter was worded as poorly as the question you posted, I would reject the offer immediately.

You'll have to build a portfolio of sample or real articles that you have written to show to editors. Make sure they are proof read and polished up. Then call and request interviews with the types of publications you are interested in (and make sure the portfolio includes articles that are in alignment with that publications' view points). Don't include off topic articles. I mean, if interviewing with a conservative political publication, don't take along articles about the latest youth clothing fads...LOL Good luck.
