A recruiter calls you out of blue (more than likely he/she found your resume online and my phone # with it), and talks to your about a job and listens to how you respond (phone interview). He then asks me to e-mail him a resume. He'll forward that to his client (this being a contractor job), and if the client shows interest, he'll set up an interview.

Now, what seems strange is that he already has my resume from some place otherwise he would not have found my phone number, but he still asks for my resume. Is this just one of recruiters' way of saying "Consider yourself to have been screened out"? Has this ever happened to you?

They want to have your most up to date resume - that's probably the reason - however I always just ask them "how did you get my number" - mostly they will answer the question upfront if you ask them. If they don't - maybe it's better not to trust your career to someone who won't be open with you.

First be sure of where are you sending your resume to........keep a track of your sent messages...........

But in some companies........the recruitment process is done by recruitment consultants..........In that case..if you are sending your Resume to such companies then your resume would be received by the consultancy person.......who will contact you to attend an interview........which will have HR people from the Company you have applied to.....or HR people from consultancy ........or else the combination of HR people from the company and the consultancy

All this is done to reduce the burden of recruiting as the life of HR is very hectic......which involves recruiting capable employees for the company.........the assumptions made by you "Consider yourself to have been screened out"? is not correct

They do that all the time. They just want to make sure they have your most up-to-date resume, that's all. They get paid a percentage when they find someone, so believe me, they will forward as many candidates to the prospective employer as they can.
