You must mean 25 states in the greater Mississippi Watershed, which includes the Ohio, Tennessee, Red/Arkansas/White, and Missouri Rivers and their tributaries as well.
So:
Montana, Wyoming, Colorado, North Dakota.
South Dakota, Nebraska, Kansas, Oklahoma,
Texas, Minnesota, Iowa, Missouri,
Arkansas, Louisiana, Wisconsin, Illinois
Kentucky, Tennessee, Mississippi, Pennsylvania
Indiana, Alabama, Ohio, West Virginia,
North Carolina, Georgia, New Mexico, New York
That is 28.

Minnesota, Wisconsin, Iowa, Illinois. Missouri, Kentucky, Arkansas, Tennessee, Louisiana, Mississippi. There are only ten - 25 would be half of all our states.
