You must mean 25 states in the greater Mississippi Watershed, which includes the Ohio, Tennessee, Red/Arkansas/White, and Missouri Rivers and their tributaries as well.

So:

Texas, Minnesota, Iowa, Missouri,
Arkansas, Louisiana, Wisconsin, Illinois
