you know i have say that that is good that you have asked because you dont know unless you ask, if more people asked questions in a postive and unbiased way then we'd have less hate, i believe. Generally among both races it's not common, but it can happen.

Anyways. I am in a science class in university that deals with this eye colour thing: but I admit we havent studied the whole outlook yet, with hair. But genetically, its really difficult to explain. Regarding people from "asian" or "african" decent, it has to do with which colour in eyes is dominant.
Human beings can only have a few "true" colours of eyes: blue, green, or brown, though there are eyes which are muddy shades, that odd inbetween colours, or albino. The more pigment in the eyes the darker the colour (brown obviously having the most pigment, and blue the least) and this makes the colour brown more dominant than blue.
Generally speaking, if one parent has brown eyes and one has blue, their child would have brown eyes, even if more of the child's ancestors had blue eyes than brown.
this is why it is rare for someone who is asian to have blue/green eyes, because mainly one of their parents would have the dominant brown. but of course genetics are so iffy, there are mutations and things we just dont understand.

That's so weird, I was wondering he exact same thing, especially after I just watched Memoirs of a Geisha, because the main character is an Asian girl with gray/blue eyes.

They could if they were mixed with something, or it could be a recessive gene. You never know. Some black people have green or blue eyes and light brown. Some have blond or red naturally because one of they're parents would be mixed.

It depends... if the parents have recessive genetics, then the baby/offspring will most likely look like the one with the more dominant traits, and in this case, for some reason, asian or black genes are more dominant than white genes. Think of it like a capital letter "C" vs "c"... common sense or nature would have it that the bigger letter would trump over the smaller, or sometimes, weaker one.

anyone can have any colored eyes or colored hair. It depends on parents and A LOT ON CHANCE! I can explain this with details but that would be a semester of teaching Genetics.

Not true. My grandfathers eyes are naturally blue and he is completely black. his skin is the color of chocolate.

Is this som kind of wives tale? I am an Asian American and have green eyes. Granted it is not common. Its also not common to cacuasian people with really tight curly hair or extremely slanted eyes.
