Yes they can, a few gymnasts have competed elite while in college or after graduating Daria Bijak of Utah competed for for Germany in the recent Worlds, Mohini made the 04 team after graduating from UCLA and Alicia Sacramone will be competing for Brown and the US National team at athe same time.

Its just not as common with the women since they usually peak ata younger age then male gymnasts do.

most of the big name elite women gymnasts compete for the big colleges and receive full rides... almost all the gymnasts that were in the last Olympics are current stars at the collegiate level at the moment, but have not neglected their elite status either... also elite competition by definition is level 10 gymnastics... not just the ones you see on tv... and level 9 is considered national level

Yes, most if not all state colleges have gymnastics as a sport for females as well as a few other schools. I don't know what state you want to go to college in. For Ohio, for example, Kent State, Ohio State, and Bowling Green have gymnastics.
