The intelligent design theory only attempts to explain the origin of complex natural phenomena that currently have no other natural explanation, by saying that the only possible origin must have been the input of an "intelligent designer".

DNA's evolution is actually pretty well explained, because we know how mutation works and how it is spread (or not spread). IIRC, no recent intelligent design proponents have tried to claim that DNA required an intelligent designer.
