Well you could go staight to the top and contact the Board of Dentistry in your state. They are the ones that keep up the licences of each dentists and stuff like that.

Now thats a vry good question. Consumer affairs - Department of fair trading. They have to be accepted at some head dentist school (like a lawyer) and its associated with medicine so there must be a group that dentists belong to. Do some investigating. Ring another dentist - dentists must be accountable to a board or something. Good luck - look on the net

Is is about health practices? Malpractice? or Charges?
Call the Health Department, the Better Business Bureau, and the Attorney General of your State.
There is a board of dentists in each state too

Think before you do this because they are few and far between these days. If you piss him off he'll scrub you off his patient list. Then you'll find out how hard it is to get back on one. Find another fist and get registered before you complain about him.
