depends if the eclipse is turbo or not. If the eclipse is turbo, it has the prelude beat, but a non-turbo won't stand a chance against the prelude.
It also depends on the driver. You can have a turbo eclipse but still can get beat by the prelude if you don't know how to drive it correctly to get the most speed.

It would depend. The Prelude is the olden day "sporty" of the Honda lineup, meeting up with Acura's similar yet different "Integra" lineup. The Cold air intake and exhaust make very little power difference, so mentioning them does little. Prelude vs Civic vs Accord? Well what is a Prelude first of all. It's a ligthweight platform given an Accord engine. So it's faster than an Accord because it uses the same powerful engine, but in a lighter platform (the H engine is indeed a common engine put in Accords; as well as the R engine and many others.) While, a Civic on the other hand, is a lightweight platform with a much less powerful engine. Civic engines are usually 1.6L to 2.0L at max; and at the time of the Prelude's inception, the biggest was 1.8L. So Preludes are faster than Civics as both cars are lightweight, but the Prelude has a more powerful 2.2L engine. This does not ring the same for the Civic Type R, or the Civic Si (or SiR), as these Civics are even lighter and have even more powerful engines, so these Civic's are potentially faster than the Prelude depending on the variables. The Prelude is faster than both of the other cars if placed stock to stock to stock. Though, the Prelude is noticeably faster than the Civic, it is not MUCH faster; and, the Accord is very comparable to the Prelude; the Prelude is only slightly faster as the weight difference from Prelude to Accord is not extremely drastic.

Stock non-turbo, H22a VTEC Prelude would win. There are h23/f22 preludes. Both are non-vtec.
And you wouldnt be able to tell unless you open the hood. That would be the only time a DSM would win.
I read an article a while back claiming that the H22a 4th gen is the second fastest FWD N/A vehicle. But this was a while ago.

2nd Gen Eclipse Turbo would hands down. Done it many times. Prelude is quick, but not quick enough. Without the turbo, the prelude will win every time.

Are you asking which is faster in a drag race or which is faster in an auto cross? Or just straight hp?
You also have to take into account the driver - a crappy driver in a more powerful car will lose to a good driver in a less powerful car.
The car isn't necessarily what determines the outcome of the race.
