Depends on where you are. There are puffer fish (sometimes referred to a "blow" fish) that live in rivers in South America, India, some other places in the world. Puffers aren't poisonous unless you eat them.

I live on a lake that is fed by the second longest river in the US. At points the river is a mile across and other places it's as narrow as a hundred yards. There are so very many kinds of fish in the river and there are also many commercial fishermen I know personally. I've never heard of a blow fish in fresh water.

Where are you? There are several species of 'Blowfish' that are aquatic but most of them are Asian or African. They are toxic...if you eat them...but to touch they are not dangerous. Many species become very gentle pets and seem almost like dogs and want to play. Most species are marine or salt water but some can adapt to both fresh or salt water. Even their bite is not dangerous...and some have a lot of bite power as they eat crabs. In Japan the meat is a delicacy and chefs must be specially trained how to clean the fish to prevent the poison. During World War II, the poison was used by spies to kill people.
