Irrational exuberance, was he talking about when the economy is underweighed, or overweighed? I dont quite understand what he means.

I did not hear the actual sentence in context and I am certain that would help...but as Mr Greenspan has so long been associated with finance I'm guessing it has to do with the Stock Market and people's tendency to irrational exuberance when it comes to buying stocks that they are hoping will stay high and go higher just because they wish it too...I would say the current market is almost totally a product of that phenomenon...

He means there is no reason for excitement. Its irrational to have any exuberance, excitement.
