The landowners were promised a sum of money and a plot as compensation. The compansation money was paid but plots are not delivered inspite of lapse of 2/3years. Can I sue for recovery of my land as BDA failed to compansate me.

if you were promised a sum of money and a plot of land then you are in titled to what you were promised but have not yet received plus interest on the total amount due which means the plot plus interest on the value there of plus any penalties that the courts would see fit to award you I would recommend that all of you who did not receive what you were promised band together and hire a good lawyer you will also be intitled to his expenses as well so don't worry about the cost hire the best

There is a factual error in your question. You have said that the land owners have been given compensation. If so, how can you sue the BDA for they failed to compensate you. Is it your contention that their compensation is inadequate? If that be case, you may file a suit for adequate compensation. If your grievance is that they had not used the land acquired from you, for the purpose for which it was acquired, you have to be strong on facts. You said it is only 2/3 years since the land was acquired. The time is too short to say that the BDA failed to utilise the land for the purpose for which it was acquired. You have a case, if there is a time limit specified in the contract entered into with you by the BDA for sale of the developed plots.

Yes, you should. First of all you will have to work out the logistics. Collect all others who are in a similar situation. You must also look into the compensation amount given to you. This compensation amount should be related to the market value of the land and the potential earnings out of it.
