If by verge you mean they might make the playoffs in the next couple of years yes. If by verge you mean they are superbowl bound next year I don't think so. I'm a huge Browns fan but they just don't have all the tools yet they need at the very least.
1. A top notch LT to protect the quarterback
2. A shutdown cover corner
3. A top notch quarterback or one of the two they have to suddenly become one.
4. Another top notch lineman to help #1.
The probably need more than that but that is a good start.

The Browns have started to make all the moves towards being competitive. They brought in the big name coach, they have brought in the big name veterans who are also on the verge of being washed up which is their problem. They are going to need a little longer than a couple of years to even be competitive unless they can sign a more household name than Charlie Frye plus they need to find the replacements for all their aged veterans they thought could get them to playoffs this year.
At this point the Browns are far from greatness but are probably a lot closer to being competitive.

They will be contenders within 5 years. The Lerners are spending more money, the Tim Couch debacle is over their shoulder and as long as they give Romeo a shot, he will start to get it done. Frye is a decent qb, he has good pressure sense, not the greatest arm, but knows when to take off, and when to throw it away. He has many weapons at his disposal and a decent but aging back. Defensively they need to improve all around, but the 3-4 is starting to hit some games for them. The biggest problem is their O-line...horribly injury riddled. They lose their #1 draft choice the 1st day of camp, and 3 other lineman go down before a preseason game is played. Then they lose another in preseason and two more since then. That is almost two offensive lines down! Name me any team that can expect to do anything on offense playing 2nd and 3rd string players (practice squad guys).
And anyone who disputes the fact that the o-line has everything to do with offensive success see exhibit A: Edgerrin James and the AZ Cardinals

Not sure about Greatness, but they are improving. few more FA periods and Drafts and the Browns will be competitive in the NFL. not sure about greatness, because to me i have a high standard for "greatness".
Browns do seem to be playing alot better than 2 years ago and they are all still young, so give it a few more years for them to be competitive, but i wouldn't say they are on the verge of greatness yet. they are on the verge of being competitive, then from there can we discuss them being on the verge of greatness

I think if they just get a better quality QB they would have a decent shot at the playoffs at least, no one will ever remember a QB named Charlie Frye, it's a simple fact.

Nah. I think the Texans will get either their 5th or 6th win against them this season. And I think the Texans will have more success than the Browns, and much sooner.
