Hitler was able to rise to power because of support from the military. He did this by giving them what they wanted, more resources, manpower, and by allowing them to re-arm almost indefinitely.
There was a price for this of course, the German armed forces had to pledge their allegiance not to Germany, but to Hitler. A deal with the devil, to get more power. If you were small, weak and poor; what would you do?
Personally, I think that Hitler didn't give a rat's a*s about racial superiority. It was an excuse he could use so that he could live his dream of being a glorious general.
A war of "survival" is much more acceptable in the public eye. An enemy trying to destroy you from within is easy to blame, and it will divert attention from what you are doing.

He ignored the Treaty of Versailles and rearmed the country. He essentially used Keynesian economics to get the country moving and working by increasing arms production. He also put people to work in the public sector by improving infrastructure like building new roads.... going into Poland.

The rebuild of the military power of Germany was one of the cornerstones in Hitler's political program, with antisemitism and expansion to east of the country's borders ("a new vital space").
After WW1, the treaty of Versailles imposed to Germany both territorial looses (all the colonies in Africa and overseas to France and Great Britain; Alsace-Lorraine to France; Schleswig-Holstein to Denmark; East Prussia and the city of Danzica to Poland; Silesia to Czechoslovakia; the province of Malmedy-Eupen to Belgium) and military power's reduction.
In particular, art.163 of the treaty, imposed that "by March 31, 1920, at the latest the total number of German effectives does not exceed the maximum number of 100,000 men"; art. 181 about German Navy imposed that "(...) the German naval forces in commission must not exceed: 6 battleships of the Deutschland or Lothringen type, 6 light cruisers, 12 destroyers, 12 torpedo boats, or an equal number of ships constructed to replace them as provided in Article 190. No submarines are to be included. All other warships, except where there is provision to the contrary in the present Treaty, must be placed in reserve or devoted to commercial purposes".
About the German Air Force, art. 198 imposed that "The armed forces of Germany must not include any military or naval air forces".
Besides, there were a lot of limitations and forbiddens about costal fortifications, warships' new commissions or acquire, possession of tanks, recruits' training, military transportations, etc.
Now, when Hitler became chancellor in 1933, the first point of his politcal agenda was to rebuild the military power of Germany without any respect for the treaty of Versailles.
The German Armed Forces, Heer (Army), Kriegsmarine (Navy) and Luftwaffe (Air Force) were put under the same command, the OKW (Ober Kommando der Wehrmacht, Armed Forces Supreme Command) by Hitler in May 1935 with the passing of the "Law for the Reconstruction of the National Defence Forces", and then the rebuild program started almost immediately.
Hitler ordered initially to expand the Army to 21 divisional-sized units and smaller formations. The expansion of the Army allowed also the creation of very strong armoured divisions (the Panzer Divisionen) which became soon decisive in the German military doctrine, based on the so-called Blitzkrieg.
Than, a four years program allowed to this force to grow up to hundreds of divisions and thousands of smaller supporting units. Between 1939 and 1945 close to 13 million served in the Army.
Besides, we can consider the creation of the Waffen-SS as a part of the military rebuild program. Even if the Waffen-SS and the Heer were separate entities, they were both part of the Wehrmacht.
The Waffen-SS ("Armed SS") was the combat arm of the Schutzstaffel (the SS), the paramilitary branch of the Nazist Party. Headed by Reichsführer-SS Heinrich Himmler, the Waffen-SS saw action throughout WW2 and many members were found guilty of war crimes during the Nuremberg Trials.
After humble beginnings as a protection unit for the NSDAP leadership, the Waffen-SS eventually grew into a force of thirty-eight combat divisions comprising over 950,000 men, and including a number of elite units.
About the Navy, Hitler's military staff elaborated the so-called "Plan Z", the blueprint for the German naval construction program finalized in 1938, envisaged building a navy of about 800 ships over the next eight years (1939-1947), including 10 battleships and battlecruisers, 4 aircraft carriers, 15 armored ships (Panzerschiffe), 5 heavy cruisers, 44 light cruisers, 158 destroyers and torpedo boats, and 249 submarines, along with numerous smaller craft. Personnel strength was planned to rise to over 200,000.
This project wasn't completed due to the beginning of WW2: infact, German major units (battleships and aricraft carriers) weren't realized but the two Bismarck class battleships "Bismarck" and "Tirpitz", both sunk during the war, while was increased the production of U-Boots (submarines), which largerly exceeded the number of 249 set in the Plan Z.
Infact, only the U-Boots were considered decisive in Hitler's military strategy: he doesn't believe that a great German military power on the see could challenge in any way the British one.
On February 26, 1935, Adolf Hitler ordered Hermann Göring to reinstate the Luftwaffe (Air Force). Although the new air force was to be run totally separately from the army, it retained the tradition of according army ranks to its officers and airmen. However, before the official promulgation of the Luftwaffe, the air protection of the German territory was a competence of a paramilitary air force which was known as the Deutscher Luftverband ("German Air Union"; DLV for short), and the DLV uniform insignia became those of the new Luftwaffe, although the DLV "ranks" were actually given special names that made them sound more civilian than military.
At the outset of the war, the Luftwaffe was one of the most modern, powerful, and experienced air forces in the world, dominating the skies over Europe with aircraft that were much more advanced than their initial counterparts. The Luftwaffe was central to the German Blitzkrieg doctrine thanks to Hitler's military advisors convictions that military air power was decisive in modern war.
Germany broke the treaty of Versailles without any sanction from Britain and France or the League of Nations (the United Nations of pre-WW2 era), yet neither the two nations nor the League did anything to oppose either this or any other action which broke the provisions of the Treaty.
So, as you can see, Hitler's contribution to the rebuild of the German military power between the two World Wars was decisive and very well planned.
