As long as she isn't sexually active, yes.
It's recommended that girls start getting gynecological (GYN) exams with Pap tests within three years of becoming sexually active, or by the time they're 21 — whichever comes first.
Some people do recommend that younger girls visit an obstetrician-gynecologist at age 13 to 15 to provide guidance and preventive health care services (the HPV vaccine should be given before a girl is sexually active).
If she is sexually active, it is important that she go to a health clinic or her doctor ASAP as there are MANY sex related problems that never show any symptoms until they are serious. And you don't have to be promiscuous to run into these problems.
Health clinics usually offer a sliding payment scale (many times a visit is free or VERY inexpensive) and they are GREAT sources of information.
They also allow you to visit without letting parents know (or their insurance companies).

I didn't have my first appointment until I was 21, but I still wasn't sexually active. If she is sexually active, then she needs to go, just to make sure everything is okay and hasn't gotten anything.

Even though she is only sexually active with one person, she should still get checked out. It is recommended that girls start seeing a gyn when they turn18 OR when they start having sex (if they are under 18).

If she's active, she needs to be checked and discuss birth control with a professional.
Unfortunately, her case is common because many women neglect their health. so, it's normal, but it should not be.

She might be uncomfortable going, but she needs to, (esp if she is sexually active) but if she is not (hope not) then she still needs to go.
