The first TV commercial was on 1 July 1941 for the Bulova Watch Company during a broadcast of a baseball match between the Brooklyn Dodgers and the Philadelphia Phillies shown on WNBT (now WNBC). Bulova paid $9 for an ad that simply showed a Bulova watch over a map of the U.S., with a voiceover of the company's slogan "America runs on Bulova time!"

According to Wikipedia it was at 2:29pm on July 1 1941. It was an ad for Bulova watches on the NYC NBC affiliate WNBT, now known as WNBC. The cost ... a whopping $9.

All I know it the first video on MTV was ironically
Video Killed The Radio Star by the Buggles.
