Personally, I like a simple cover letter that highlights your accomplishments in your previous job. Since the resume is plain and to the point, it doesn't leave room to list your awards or accomplishments. So, in your cover letter, you can say why you are a good fit for the job, and list your relevant accomplishments.

cover letters, are brag letters. a great way to let your accomplishments be known to the prospective employer.
