For Windows firewall go to
control panel
Windows firewall
exceptions tab
put a check for your webcam
or you can add it if not there..
see ... add programs button
you may also need to add the exception to your antivirus program too.

Are you certain you're not?
Windows XP has a firewall built in. To use the webcam, you need to set Windows Firewall to allow it.

Most Broadband modems have a firewall built in. It too may need to be configured.

If you have a router connected to your DSL or Cable Modem, it probably has a firewall built in to it as well.

If you have no firewall at all, you should probably have one anyway.
