Well, if you're talking about a LAN connection, then if you have highspeed internet you can use a VoIP provider like vonage.com. You'll need special equipment from them (check their site out, or another VoIP provider like them) and you usually have to pay a monthly service fee.
If you're talking about phone port on a voicemodem, you can also make phone calls with that as well. You need some software though. I haven't done this for years. You can use software like on this site:

The connection that looks like a phone line (4 wires instead of 8) is for a telephone line, and connects to a Modem inside the computer. It is used for a dial-up connection to the Internet if you don't have broadband. Some of these have features where you can use the computer to make or receive telephone calls, but it is via landline and not VOIP (Voice Over Internet Protocol). Some even have features where your computer may send and receive faxes or the computer may act as an answering machine.
To make phone calls though, using broadband, you'll need a USB phone or Vonage, or an application that uses your microphone and speakers, like Skype.

Would the purpose be to record the phone call conversations on the computer? The port is on your modem, it's meant for internet/fax, not voice.
So if you still want to record your calls, you can goto Radioshack and buy all kinds of phone adapters voice.
Or if you want to get phone service through the internet, this is called VOIP. You buy a phone that plugs into your router.

NO.....that is the port to hook your phone line to the computer modem for dial-up ISP service and you'd have to have set up an account with a ISP for that to work.

There are companies out there that allow phone service through your computer. You just have to buy the equipment and pay month to month service.
