Hey,
No they are not the same. Baking Soda is a crystalline powder that would be slightly abrasive on your jewelry that is why it works. Flour is a fine powder that would just turn to a paste and wouldn't do much good on your jewelry.
Try
1) toothpaste and an old toothbrush
2) lemon juice
3) ammonium for gold
4) dawn dish soap

No, flour will not work well as a jewelry cleaner. Mixed with water, it will just turn into a gooey mess....But toothpaste will work very well. Especially the real "paste-y" kind, such as regular Colgate.
If you have an old toothbrush, use that along with the toothpaste.

No not to my knowledge...But you can try toothpaste...It works just as well as baking soda...hey guess the best kind would be baking soda toothpaste:)

NO no it is not. they are two completely different things. never use one as the other while baking i guarantee it will turn out wrong.
