abs pipe is used mainly for dwv, ( drain,waste, and vent ) and shouldn't be under pressure.
the primer cleans oils ( like from your fingers) that would prevent the glue from reacting with the pvc.

the material, you say it, has a faster chemichal raction the the adhesive. PVC is more dense, and has oils and inks from it's manufacturing. Let me say this, that abs pipe is worthless, it's very fragile and brittle and is suseptible to the cold. I wouldn't install it in a 3rd world tin hut by the dump. It's really crappy stuff.

ABS, nick named, "all black stuff" is a softer form of PVC and is much more easily softened and glued with the proper adheasive.

all plastics fall under polyolifin family they are inert by nature it initiate reactions primers are added generally clorine based solvents are used to activate the surface since p v c is by itself poly venyle chloride primer is not required and abs needs

it a softer pipe and the is very strong so it melts the 2 pieces together as 1
