"ESPN has been granted the rights for North America, including pay rights in Latin America. The deal guarantees extensive coverage of EURO 2008™ on the ESPN network including two games on ABC."

I think, as far as I know, ESPN have exclusive covered only for World Cup and UEFA Champions League. I'm not so sure about Euro 2008.

there is no official answer yet for your question, as no American television outlet has purchased the rights yet. However, ESPN never has taken initiative to buy the rights, and it usually is only available on pay-per-view in America.
