I think it is fine for a girl to wear makeup in the 9th grade. That is the year I started. The best advice would be to go with tones/shades that give you a natural look (and that applies to any age group).

Apparently I had a liberal mom and began wearing make-up when I was in 5th grade. Not much granted, but some. I think it's important for girls this age to feel secure with themselves, and if it's a little bit of mascara and powder that helps, then what harm has been done?

There's nothing wrong with wearing make up, as long as you know how to use it. Plenty of girls wear it who are younger than 9th grade. I started wearing make up in 7th.
But go to Sephora or the make up counter at a department store to ask about the best ways to do it, because if you've got no experience and you try to...It won't look good.

yea, why not? a moderate amount, of course, is suitable...if you're in 9th grade but look like a cracked out thirty year old then you're probably wearing too much make up...otherwise it's definitely acceptable particularly because at that age girls start "coming into their own" and the idea of looking cute and/or sexy appeals to them a lot...i theorize that overprotective parents who try to shield their daughters from "growing up too fast" tend to get bitten on the *** considering that overly repressed daughters will ALWAYS find a way around the rules their parents impose and often end up being the craziest partyers in the class..as opposed to girls who experience the freedom to express themselves (obviously within healthy boundaries) and who (often) develop a more mature and balanced mentality.....
basically, the more parents try to shield their kids, the harder their kids crash

Yes if its natural looking and light and most importantly compliments her natural beauty. it would really help if you had someone teach you how to put it on right. When I was in 8th grade my mom had me take a 6 week modeling class where they showed me how to put on make up, do manicures, and take care of my face. It was really fun and I think it might be perfect if you're thinking about this kind of stuff. I think its important.

Depends. I started in 8th grade. Just as long as it isnt too drastic it should be fine. I would just get a little lip gloss and mascara and call it good

If their parents allow it. :) I know some that won't allow their daughters to wear makeup until they are 16.
I think that mascara and clear or pink-ish lipgloss are enough at that age. If you feel like you need foundation, stick to tinted mosturizer wth SPF 15.
