If you have any kind of soundcard with a mic, your fine, just plug the microphone into MIC IN.
The most basic recording program SNDREC32.EXE found in the Windows folder has the 'slo-mo' sound effect.
Windows Sound recorder might be a little memory hog, so you might want to use Cool Edit Pro, or Goldwave (Free)
