If it is being used in the sense of a breeding program.
Something like

The Nazis were keep on eugenics.
Or
The book a brave new world shows a future with a society that revolves around eugenics.

there are a lot of meanings for Eugenics, so you have to specify which meaning you want to use.

IT's a noun, the name of a philosophy. You use it the same as you would use the word biology, or skepticism, or atheism, or catholicism, or evolution.
