Usually up--but check which direction your hair grows in the different parts of the legs--sometimes it's sideways. Always shave against the growth of the hair to get the cleanest shave.

If you havent shaved in a while or your hair is coarse use olive oil to shave. This will create a slicker surface. Also go from ankle to knee in about 8 inch long strokes. And dip the razor under water after two strokes.

First, use a good razor. that is the most important thing. And it is ankle to knee, or against the grain. It may feel weird at first but you will get used to it. Use lotion afterwards to prevent razor burn. If you start getting razor burn, try waxing.

From a man's perspective, disposable razors always left me with nicks whereas a Gillette Sensor razor ($3-5) did not. It has a pivoting head, plus the blades are flexible. You can push them with your finger, and they bend. It provides a real smooth shave.
